It would be closer to "Peh doo", with a very soft "d", not the hard "r" sound in "roo".
Many americans are incapable of making their mouth make the proper sound so it comes out Pay Roo.
Also, a little more accent on the "roo", not on the "pay".
Practice, you can do it!

And it is almost but not quite the rolling r sound, again with the tongue touching the front of the palate.
The r sound keeps the tongue back and down.
