I'm optimistic that Obama will hand over Luis Posada Carriles to Cuban authorities

Or an alternative would be to allow Cuban authorities to detain Carriles, a former CIA agent who is chilling somewhere in the US, so they can question him over the bombing of a Cubana Airlines plane full of civilians in 1976, in which he is the main suspect.

Washington Post, 10-5-2006: The attack marked a new era of fear. It was the first act of midair airline terrorism in the Western Hemisphere.

The 30th anniversary of the bombing is Friday, and it coincides with a critical juncture in the case of Luis Posada Carriles, a main suspect in the bombing who has been held on immigration charges in the United States for the past 16 months.


Carriles is also a suspect in the bombing of a hotel in Havana in 1997, killing one person.

1. handing over Guantanamo to Cuba has a priority
and I doubt it if Obama could do both things within a reasonably short period of time. Guantanamo is the big picture here for Cuba, and certainly to put Posada back into a jail and a courtroom.

I would have to guess a trial for him in Venezuela again, where he escaped with CIA assistance, which makes him a fugitive from international justice. If Chavez wants to have the trial in Havana, that would be his decision.
