When is Obama going to speak before Congress?

Just after the Inauguration, Gibbs said Obama would deliver a State of the Union-like address before a joint session in February. But I haven't heard anything about that since.

It might be a good chance to build public support for the stimulus bill.

The White House had previously confirmed that the President had plans to address a joint session of Congress at some point in time, but had not announced a date for his visit to the Hill.
