Insiders have advised that in line with Chairman Steele's efforts to modernize itself they had Jindal lip synch the speech that was actually given in the voice of Jack McBrayer who plays Kenneth on 30 Rock

Honestly, I find 30 Rock to be a bit overrated. McBrayer and Tracy Morgan are the only reason I watch it sometimes.
