As long as the GOP governors feel like they don't want govt money
for stimulus, maybe this would be a good time to change the rules so that states can only receive federal money's in proportion to their contributions to the federal coffers. Since many of the GOP states receive more than they contribute, surely they feel bad about being on the public dole and would appreciate the opportunity to get off federal welfare.

2. I guess he knows what he's doing
and it doesn't have a lot to do with caring for the poor in Louisiana.
