Perhaps the best option is to tell them that it must be used on infrastructure projects that will have a benefit to a certain number of people, at least. No bridges to nowhere, no railways to nowhere (somebody needs to tell Harry Reid that too, FYI) and use the money wisely.

That's also forgetting that some of the GOP governors have some semblance of a brain. Palin and Sanford aren't examples of all GOP guys. Obama appointed one as his ambassador to China, ya know. :) Ignore the stupid/partisan/ignorant ones, and focus on what the good governors do. After all, the major populous states are all led by smart people, with the exception of Rick Perry, of course (who is probably gonna get beaten by Kay Bailey Hutchinson next year - score another one for the halfway-bright members of the GOP).
