of world-class violence and decide to bid on that contract. Say these Terrorists have the kinds of connections by means of which they could avail themselves of all of the logistics they would need in order to strike CONUS in any one of a variety of modes. Say these Terrorists pitch a deal up a chain of command that eventually gives them a well $ynchronized go ahead. Say the Terrorists execute their plan more or less successfully. And their Masters, involved in a variety of PRIVATE TRANS-NATIONAL relationships with Dick Cheney et al pay them for the value added to their bottom line, thus establishing a business model to be used by any other entrepreneurs who have the wherewithal to do so.
