1. A "czar" is simply a person appointed by the president... |
|
to oversee a certain aspect of the administration's policy. The first notable use of "czar" was the person in charge of drug policy -- the "drug czar." That title dates back to Nixon, and was used regularly by the time Reagan became president.
Yeah, Nixon and Reagan. Those damned commies.

- - - - - - - - - George W. Bush's "War Czar" The Assistant to the President and Deputy National Security Advisor for Iraq and Afghanistan, also known by the informal expression War Czar,<1> is a position the George W. Bush administration created to oversee the wars in Iraq and Afghanistan with authority to issue directions to the Pentagon, the State Department and other agencies.
(But I guess if it's a Repug who did it, it's not communist, right?) - - - - - - - - - and more Bush madness:
"terrorism czar" for a Presidential advisor on terrorism policy, "cybersecurity czar" for the highest-ranking Department of Homeland Security official on computer security and information security policy

8. The beauty is that they don't have to be confirmed by Congress |

and they report directly to the President.
