1. A "czar" is simply a person appointed by the president...
to oversee a certain aspect of the administration's policy. The first notable use of "czar" was the person in charge of drug policy -- the "drug czar." That title dates back to Nixon, and was used regularly by the time Reagan became president.

Yeah, Nixon and Reagan. Those damned commies.
