FDR, for all his stature in the halls of the Democratic Party Hall of Fame, was not a man who spent political capital liberally. That's why he was so reluctant to act on anything concerning civil rights--the Democrats in the South held his domestic agenda by the testicles and would crush it if he so much as shit the wrong way on the pot.
What I want is an LBJ-type negotiator--someone who will sit down in a room with the Blue Dogs and say "Either you support me on this or I will personally campaign for your primary opponents next election cycle--and I'm very, very popular right now. Your move, chuckles."
He shamed, threatened, cajoled, and intimidated people into supporting his agenda. For the elements of the Great Society, this worked very well (no one bring up Vietnam, I know, I know).

He walked into a building on fire, a real five-alarm job, and at least things are starting to come under control.
The fires are slowly getting put out, one by one. The naysayers are getting more desperate in their rhetoric as they see his policies starting to take effect, and it angers them.
