How much of an outsider is Neil M. Barofsky, Special Inspector General for TARP?

How much of an outsider is Neil M. Barofsky, Special Inspector General for TARP?
He went to some high powered schools, but with a name like Barofsky I suspect he got to where he is on the basis of brains, not family connections. He sounds like the kind of guy we need checking to see where all the money went.
