It counters all of the BS about what this is going to cost. People will start getting their benefit packages in Sept or Oct to sign up for next year. Obama will continue to drive the point about the status quo home because when people see the new prices for next year's premiums it will sink in.
The crap about the deficit and tax increases is ridiculous as the increases in premiums and deductibles from year-to-year are far greater than any tax increase we would ever face. I think this is why Obama wants something done by August so they can vote on the final bill while new benefit packages are arriving in people's in-boxes.
