Budget reconciliation still a possibility for health care reform
"RAHM KNOWS YOU CAN DO MORE WITH RECONCILIATION than most of us thought. It’s true that this Senate shortcut -- requiring only a simple majority, meaning no Senate Republicans -- can be used only for budget issues and not to change policy. But ABC’s Jonathan Karl discovered that you can do the guts of it with reconciliation, then try policy changes one at a time, using 60-vote amendments. This makes reconciliation a much more attractive option than folks had been calculating."
