I doubt few other states do them as they may be considered political considering that expenditures from the state is being used to pay for the picnics.

enough to have a picni? It seems right that Alaska of all states would be a state to make something like this a governors tradition.
It sounds like all governors do them and of all the shit she does, I'd be less inclined to diss her for that. These are for the people of the state.
So pick your battles.

Slightly more than five, but you're close. And we did have pretty nice weather here in Anchorage this year, although it rained later in the day. Fairbanks, I understand, was sunny and the smoke from the wildfires even cleared for a bit. (Over 1.5 million acres have burned so far this year.)
