The perils of reconciliation.
There was a segment on using reconciliation in the President Obama's healthcare bill. It's int the first segment of August 5 show. Check out he podcast here make sure it is the hour 1 segment..

2. The Robert Dove interview was fascinating.
This is a guy who read every word of every Senate bill, and advised on, among other things, the applicability of the Byrd Rule to attempted reconciliation moves. Randi was telling us to be careful what we wish for when we demand reconciliation. Byrd gets bits 'n' pieces of legislation ripped out depending on the parliamentarian's opinion of their purpose, specifically: does a measure have significant impact on budget, revenue or debt, or is its intent largely policy-based.

Dove was very cagey when asked about current legislation (he was fired in '01, apparently for giving the wrong answer to Trent Lott), and would only talk about his oversight in the past.
