GW Bush clearly had a slightly below average I.Q. plus a mental disability of some sort. Problem is he was also evil. Mix all that together and you get GW Bush. Evil intentions, but unable to put 2 sentences together and come out with anything logical. You could tell it frustrated the hell out of him to not be able to express his Machavellian ideas without sounding like he needed clown shoes and a red round rubber nose.

Or, make the wearer say stupid shit during a Presidential debate (surely, something you need a bullet proof vest for) like he's talking to someone who is not there?
