He was trying to respond to this question
"Has the term 'public option' become so toxic that simply the term has become an obstacle. Is there some other word or approach we could use that would get the same result but not be so inflammatory".
I think in trying to respond he simply mispoke and did not indicate a change in position.

Without this portion on the bill insurance companies will just invent new ways to get their money. It is being done by the credit card companies who when faced with the laws passed to not change the interest rates for overdrawing and paying late have in some cases doubled the monthly payment and changed the interest rates so that you lose your agreed term low rates. They have devised other ways too to screw the consumer.
With out a program to compete there is no reason for them to behave reasonably.

I expressed the extreme necessity that a Public Option be put in place to counter the heartless profiteering moves of insurance companies.
With the competition of a public backed program it will be very difficult for the insurance companies to take advantage of those who are without guaranteed funds or powerful connections.

I'd say that is the ultimate "four corners" proposal. We can set up tiny non-national experiments and derive flawed data to argue over for any number of years at the cost of millions and/or billions.
