4. With his statement on preexisting conditions, a public option is the only way to accomplish this.
I think that is what indicated the direction of the bill.

If insurance companies cannot deny insurance due to preexisting conditions, then we're looking at some major shaking up of health care. In other words, a public option.

It seems logical. But maybe it's not the case.
