or Oregon...one of those northwestern states. At least I heard some politician on TV from the state of Washington (I think that was the state) talking about their system. But I THINK it wasn't single payer exactly. Maybe it was a co-op?
Anyway, why would the states need permission, I wonder? Unless it would need permission to deny its citizens the right to opt into the federal system, maybe? Confusing.

The Employee Retirement Income Security Act (ERISA) set some standards for benefit programs and any state run plan would have to be compatible with it. It's more complicated than that, but it's basically about ERISA.
