He should be expelled from Congress. I do not believe ANY member of Congress has ever heckled the president of the United States on such an occasion. A fine would not be out of order. The legislature of South Carolina should censure him. Heck, we might just as well expel South Carolina from the Union! I'm sorry. This is just not done. Democrats should not drop this as an issue.
