Wait a minute...it won't take effect until 2013?
he likens healthcare to an urgent crisis, a national emergency, and yet says it won't take effect until four years from now? Does that make sense to anybody?

I heard most of the speech when it aired, but I guess I didn't catch that part.

(OTOH, if it turns out to be a crappy Romneycare type of bill then most of us will probably be glad it doesn't take effect for a long time.)

2. From the transcript:
This is how I read it:

http://www.foxnews.com/politics/2009/09/09/transcript-obama-addresses-congress-health-care-reform/

OBAMA: And all insurance companies that want access to this new marketplace will have to abide by the consumer protections I already mentioned.

This exchange will take effect in four years, which will give us time to do it right. In the meantime, for those Americans who can't get insurance today because they have preexisting medical conditions, we will immediately offer low-cost coverage that will protect you against financial ruin if you become seriously ill.

OBAMA: And the insurance reforms that I've already mentioned would do just that, but an additional step we can take to keep insurance companies honest is by making a not-for-profit public option available in the insurance exchange."

13. Because they had the transcript up first.
I saw it linked at a Democratic site and went there.

A transcript by any other name.....

14. Oh ok. I just distrust anything that has Fox News linked to it. The paranoid part of me would
think they would slip a "little extra white lie" into the transcript.

6. I do not have warm fuzzies about these insurance co-op exchanges.
There is an urgent need now. The Democrats should have gone with a winning plan, they could turn on Medicare now for everyone. That would have been the simple way to go, and Medicare is a popular plan. They would not have encountered so much resistance. The Democrats need to rethink Medicare.

There are millions of people who can not wait four years.

4. that was explained on msnbc
The reason for that is because they want the cost of the plan to be gradual. If they rolled it out now, it would be too shocking, apparently. A cynic might note that 2013 is after 2012 and election.

Doesn't sound like there's any "change" in this for me at all.

9. lol, yes you CLEARLY didn't hear all of the speech...
.... as he explained your question RIGHT after the part about it not going into effect for most Americans for four years.

May I humbly ask that you take some time and read the whole thing. (here's another source since you didn't like the one above)

10. Kinda stings when he also said the Republican favored thing would be test trialed Immediately...
Edited on Wed Sep-09-09 11:38 PM by quantass
If i recall it was something that McCain had favored regarding malpractice (i cant remember exactly)? I figure Obama is doing this to appease republicans and maybe get some to have a second look at his plan.

to Sherrod Brown, the plan the President gets will likely have an earlier effective date.

15. I thought that was kind of a guesstimate in the House version of the bill.
I would like to see it implemented earlier but would that effect the way he wants to keep costs down?
