They're elected by 435 districts and 50 states. Representing the nation doesn't get you re-elected. Representing the people in your district, state, and your contributors gets you re-elected.

10. That's why I included your self or people as well in the question but to some degree,
they also represent the nation, for example they have the power to declare war, that's a national decision.

11. I didn't say they don't represent the nation, but the nation doesn't elect them
Therefore they don't have a whole lot of incentive to do a good job of representing the nation unless they plan on running for President.

their decisions have definite national implications, the last time I checked we were ranked 37th as a nation in regards to health care.

"We the People" to some degree think nationally and we the people can act nationally when motivated enough toward a particular issue, there can be repercussions toward a political incumbent when the people perceive said incumbent has damaged the nation.

No doubt contributions to Joe Wilson's opponent picked up dramatically when he damaged the national image, I'm also convinced some of those donations came from out side of his district.
