Post " Carter Say's Less For The 80'S " he didn't mean we were in a recession ,but that we were going to pay off our Debt ,his plan had it cleared by 1993.Botched rescue attempts and not debating Anderson and a post War economy ,sullied Thee most honest President in History.

He was in charge when things started to go downhill. The deficit and the the trade imbalance were just starting to go negative. He wanted us to get a handle on these problems before they got out of control. Such as stop sending so much money to the Middle East for oil.

And then along comes Ronnie Raygun. Oh no, you are an American, you can have anything you want. It's the government that's holding you back. Just put everything on the credit card. It will all work out fine because we are Americans.
