14. wow - I was about to ask, "Are you sure?" but then I found this from PBS:
after a haircut or before it grew that long. He looks younger (to me) in the image below, but not by much. Either way, it's sweet. Most babies/toddlers were dressed similarly at that time, I think, even though it seems odd or strange from today's perspective..

Be fun to find images of similarly dressed Rebugs as babies. I'm sure they'd declare that dressing toddlers so femininely would make them gay. Sheesh...

... in upper-class families, before their first haircut (when they were about 3 or 4).

21. It's not dressing boys as girls.
It's dressing babies for diaper changes, with skirts that allow easy access, and waiting for hair growth to stabilize (hair isn't always easy to work with for the first 3 years).

Myself, now that I'm an adult, I wear a kilt, for similar, but different, access reasons.

18. I didn't peek, but I guessed it correctly.
The lad is dressed to go riding and the boots look custom made. Therefore, it had to be someone wealthy. The rest of the outfit looked late 19th century or turn of the century.

...so I don't think the leggings in the pic had anything to do with that since in 1921 he was 39 years old.
