What did Bush say about not being able to afford homeland security? |

It was early in the debate and I didn't get the exact words. Kerry had been talking about how we needed to spend more on police, firefighters, shipping container security, and airline security. Bush came up to rebut and said something like, "Promises, promises. All very nice, but how are you going to pay for them?"
Did I hear it right? Was he being as snarky as I took him to be? Was he telling the American people that, thanks to his tax cuts, the government can't afford the basic measures to keep them secure?

He basically responded that we can't pay for police and firefighters, but no mention of withdrawing his tax cut..
