Why was C-SPAN permitted to have two cameras during debate ?

Why was C-SPAN permitted to have two cameras during debate ?
I flipped thru all the cable news channel when it came on and everyone had a single camera except C-SPAN. Somebody must not have had a little talk with Brian Lamb?? It was devastating to watch Bush's facial expressions and his blank looks at moments during the debates. Everybody that watched on the single camera channel missed those historical moments.

Bush's most visibly angry moment was just before he accused Kerry of changing positions (flip-flopping) as he pursed his lips and cocked his head half-sideways and half looking up. You could see him chew on the inside of cheek a couple of times and you could see him go after his third glass of water. Somebody must have turned up the heat but they wanted Kerry to sweat - not Bush. :)

1. They all had the same feed from Fox so the split versus non-split
was the same for everyone.

2. No only Fox camera person there
but they had a couple cameras and feeds, CSpan edited as they wanted to so did CNN.

4. Fox manned the cameras. Several cameras were in the room.
It's like a pool camera. Each network's director could choose which camera to go to at any time, from their own control booth, where they are watching monitors of shots from each of the cameras in the room. The contract specified that they were supposed to show only the person speaking, not the reaction from the other person. But apparently C-Span chose to ignore that directive.

7. I thought everyone was getting a split screen from Fox
because that's what I saw on Cspan. But a quick "carousel" of the other networks reveal couple of solo shots. Evidently, it was up to the individual stations. I think everyone got the same feed from Fox, and the stations that wanted a split screen effect did so. Great way to get around the "no reaction shots" rule!
