Bush posture at the podium telling
Whenever addressing an audience behind a podium, Shrub inevitably uses the podium as a shield. Knowing his general inept feelings about his self-worth, you should understand that he perceives his audience to be at odds with his inane outlook and expects to be pelted with tomatoes at any moment.

By laying over the podium instead of standing straight behind it, he can grip it like the security blanket that he needs while speaking to those whose minds may dwarf his own, even though they have been carefully screened ahead of the event to ensure they are aptly stupid like he is. Rove has constantly coached him to "get lower, george, get lower". So George tries to conform to the shape of the dais and project himself within it.
