Yep, that's it. The debate was *'s Friendly Angel moment, when his pathetic ugliness was exposed to his most-ardent believers. He's even got the "death to them all" crap going.

I think it was called "Patterns of Force"
Some sort of Federation guy had come to a planet (crashed?) that was downtrodden... he thought he could rally them using the good tenants of Nazi Germany (downtrodden Germany rose up to the brink of world domination in a decade...)
However, the guy later became a figurehead president on TV, with the real power being his evil #2 guy who abused the nazism to try to annhilate another race. Not sure if he was drugged or not.
