1. Good idea but not really new
People have been suggesting this for years. There are some legal issues in the way, but I've never understood why it wasn't done a long time ago.

I know it will never happen in this country, but I still think we should make the largest possible group, which is of course the entire country. In other words, a single-payer system, aka national health insurance. Call me a dreamer.
