The bills presented to Congress were CHANGED, people! THAT'S WHY KERRY GAVE TWO ANSWERS. That's why ALL SENATORS HAD TO ANSWER TWICE, whether they said yes or no both times, or yes once and no once...TWO DIFFERENT BILLS WERE PRESENTED WITH TWO DIFFERENT DETAILS, DEALING WITH THE SAME "SALE".
