Virginia hasn't gone for the Democratic candidate since 1964 for Johnson. No polling data puts Kerry within even 5 percentage points of Bush. He's just moving about 2/3 of his staff to where they can be put to better use.

If that's not a sure sign that Kerry is giving up on Virginia, what is?
Personally, I think it's foolish of people to expect Kerry to be devoting a lot of resources to Virginia when several blue states like Iowa, Minnesota and Wisconsin are so hotly contested. And while I'd love for Kerry to win Virginia, Ohio and Florida are bigger prizes.

This year we've had ads, appearances, materials and paid staff.
As much as I regret losing staff, the campaign has to put resources where they are most important.
We cannot/must not lose Wisconsin.
Colorado is extremely important and close and very weird. First, there is a strong Senate pick up possibility, which we do not have in Virginia. Second, they are considering moving to proportional Electoral College vote distribution and it would apply to this election. If it passes and is found legal, Kerry will pick up some, if not most of Colorado's EC votes.
If the red/blue states remain the same as 2000, Kerry has to pick up one big state or two small states to win. If the Colorado measure passes, then he only has to pick up one (relatively)small state to win.
