Need Help Re Global Test....
David Gergen was on MSNBC.... He's one smart cookie... He was discussing the "global test" with the anchor from MSNBC and said it's origins are in the Federalist Papers, specificallly Federalist Papers#63...


Most Republicans treat the writings of Hamilton, Madison, and Jay as though they were delivered from Mount Olympus... For the most part I do too...


Anyway, someone who can copy and paste should paste that excerpt here...

Note the underlined part. You almost think they were looking through a crystal ball at Bush!

9. It's simple. Kerry decided, spur of the moment, "smell test" wasn't...
something he wanted to say on national tv, and "global test" was the only thing that came to mind.

We all know what "smell test" means. Substitute it in the sentence, and it all makes sense.
