I think there was an unfortunate pause in there. What he said was (paraphrasing) "Kerry accuses Bush of being...in full spin mode." it was a weird pause, when I heard it I thought it might have been a slam against Kerry too, but I rethought what I heard.

For a change, CNN seemed quite balanced about the speech, saying that Kerry was aggressively criticizing the president.
