9. A different interpretation

Remember, an android's neural circuitry only *simulates* the feedback that a human being receives from different parts of his body (what is technically known as "proprioception"). When Cheney walks in the presence of others, he needs to be careful to be sure that he doesn't step on people, because he can't accurately judge just where his feet are in relation to his head. If you look at the video again, you'll see that the "checking out" is really a checking of his foot placement so that he doesn't crunch anybody's instep.
