So-called bounty hunters swell registration numbers

STOCKTON -- Voter registration collectors backed by partisan dollars in the fierce battle to register voters in San Joaquin County have returned more fraudulent registrations ahead of today's close of registration than ever before, elections officials said.
More than 100 suspicious registration cards were mailed this month to state investigators, and some 2,000 more remain in boxes at the county elections office, Registrar of Voters Deborah Hench said.
Hench said dead Republicans this year have been registered to vote Democrat, Democrats have been registered on cards pre-marked Republican, and registrations have been fabricated altogether.
Almost all were submitted by workers or so-called bounty hunters paid to collect registration cards on street corners and outside welfare offices and retail stores, a practice that has swelled the number of registered voters in the county by more than 20,000 since March.

STOCKTON, Calif. -- Election Day is just two weeks away, and election officials are expecting record registration this year. In San Joaquin County, however, so-called "bounty hunters" could be going too far to boost voter rolls.

Tom Gray is paid to register voters, mainly Republicans. He's done the job for 25 years, and he says many of those who are doing the job now are breaking the rules -- from signing up felons to offering money and cold drinks.
"They were giving people $1 in some places to register to vote. It's people who aren't really interested voting but were interested in getting the dollar or the free drink," Gray said.
At Democratic headquarters, officials say some voters have complained about their registration cards coming back seemingly altered.
"A week later he got his registration back because he had forgotten to put his Social Security number on it," said Democratic Central Committee spokesman David Burr. "And he had noticed somebody had marked out Democrat and checked it as Republican. And he was pretty irate about that. And we reregistered him, and we've run across that several times before."
