(Edited Title for clarity)
Someone is going to die as a result of the budget impasse. Can we jail the whole sorry lot of them (Governor included) as accessories to manslaughter when that happens? With any luck it will take 20 years to sort out who actually belongs there and then let the rest go.
This brinksmanship is really getting my goat. START EARLIER if you can't get it done in time.
I actually think a reasonable Constitutional amendment would be for the legislature to forfeit their jobs permanently the day after a budget is late. They should be permanently ineligible for any Local, State or Federal public office in or on behalf of California thereafter. The State should by default continue with a budget equal to the previous year's, for not longer than until the next general election.
They should pay any incremental costs for the new election needed out of their own pockets.
The incompetent incarcerated legislators would have one way of getting out jail before the November election cycle: Pass a budget. They should still be ineligible to run.
