State won’t prosecute counselors in beatings

Sacramento -- Attorney General Bill Lockyer announced Friday he will not prosecute counselors who were captured on videotape kicking and punching two wards at a California Youth Authority facility, a decision a state senator denounced as a setback in efforts to reform the state's correctional system.
Lockyer's office released a two-page letter outlining state prosecutors' conclusions that the San Joaquin County District Attorney's Office acted properly in deciding not to pursue criminal charges against any of six Youth Authority employees involved in a January brawl at the N.A. Chaderjian Youth Correctional Facility in Stockton. Lockyer had the option to prosecute the case himself, but he also declined.
The beatings drew national attention earlier this month when state Sen. Gloria Romero, D-Los Angeles, released footage of the altercation, which shows one counselor throwing punch after punch at a motionless ward and another counselor kicking a ward in the head.
