Fresh off a lackluster performance in this month's elections, Democratic leaders and volunteers are already strategizing and campaigning to turn a conservative tide in the Inland Empire that has grown ever stronger in recent years.
"Things can change - and we're going to make it change - but the deck is stacked against us with a redistricting plan that favors incumbents," said Mark Shepherd, chairman of the Democratic party in San Bernardino County. "It's difficult when they make the blue districts bluer and the red districts redder." "We've got people who are interested, and we intend to compete," he added.
Republicans trounced the opposition in most of the county's races Nov. 2, easily holding onto four seats in Congress, three seats in the state Senate and seven seats in the Assembly - compared to just one Congressional seat and two Assembly seats for the Democrats.

Equally heartening for them, the county's Democratic party ended the election cycle with money in the bank, something that hasn't happened in years, Shepherd said. It had more successes in "friend-raising" and fund-raising than any time in recent memory, and a recently launched Web site that has better equipped them to direct interested volunteers and voters, he said.
On Friday, party officials began moving their county headquarters into a permanent spot at the Carousel Mall in San Bernardino that is twice the size of its current headquarters. The new location will allow it to keep stronger ties with local Democratic clubs and be more effective in candidate recruitment, officials said.
