"BBV demo elects Usama as mayor." Anyone remember where?

I remember reading a year or two ago that a demo of BBV (electronic voting machines) was given in a California town like Santa Barbara or Santa Cruz, Santa...something?

The demo was for the town council and when they were shown the results, they discovered they had unknowingly elected Usama bin Laden for mayor.

Does anyone else remember this and know how to find the article? I've tried some google-ing with no success and hope another Californicator can help find it.
