No idea why he wouldn't just vote "no", but he's not one we should be hounding.

which is as good as no. The Republicans are going to go hard to unseat Harkin in 2008. This was a safe move that didn't hurt or help any.

Ensign (R-NV) did not vote because he was in a car accident that morning and was in the hospitol. He isn't injuerd badly.

Not sure why Hagel didn't vote.
