Anyone else see the the blimp?

There was a picture of it in the star-tribune today. A blimp that has been floating around Minneapolis that says "had it up to here" or "enough is enough" I've been seeing it for a few days now, and it's bugging me. What is it? What's it supposed to mean? I can't help but think it's a message about Bush, but that's probably just liberal wishful thinking.

If they leased the blimp, doesn't seem like a very cost-effective way to get the message out.
