for the falls, at least until the next "terra" attack, and he wants to be on the side of Minnesotans who aren't already outraged -- a squinty eye towards Bush's proclamations and a wait and see attitude. Hell, I'd vote for a ham sandwich over Norm any day and I'm a vegetarian.
