I've seen nothing at all about this plus the lack of facilities there. I just don't see the current Council approving something like this.

AFAIK, the Minneapolis park board doesn't allow camping, and technically, most parks are considered "closed" at 10 PM. Furthermore, campfires are not allowed, nor is putting up a tent, except by permit for special events.
If I worked for the park board, I would be completely against it. The additional maintenance and cleanup (not to mention the inevitable cost of servicing the porta-johns) would likely stress a park budget that's been on the thin side of adequate for the past 15-20 years.
Of course, that's only my opinion. I didn't bother to email the park board (nor the city council) to ask.
