Rich Michaels, I believe the guy was.

He came on after Rush Limbaugh on WTAM 1100, back when it was NOT owned by Clear Channel.

I didn't listen to him much, but I do remember that all his spots promoing the next show sounded like he was regurgitating all the things that Rush had said.

Pretty much, he was doing Rush's show a day later.

He disappeared fairly quickly. Seems he was one of the early Rush wannabes.

Has anybody heard about this guy later than the early 90s?

,then they have him on again in '96(?),then he disappears off face of Earth, looks like.I remember him sort of,just like you say,Limbaugh wannabe.I remember there was a TV/radio critic in Plain Dealer (Roger Brown?) who always referred to him sarcastically as "Little Rush".I see Hoolihan was on WGR in '61.

4. I called into his show once
He was blathering about term limits after just having said he hadn't voted for President since Reagan couldn't run in 1988, so I was going to ask him if he knew why Reagan couldn't run in 1988 but they put my on hold for a massive amount of time so I had to hang up.

5. I had a day job and would listen to public radio in my free time
I have had scant exposure to talk radio, except for "Talk of the Nation" on...you guessed it...Cleveland Public Radio
