Mayor sues Rendell over parking issue
The law, giving a GOP-backed agency supervision of parking, caused a rift between the former allies.

Mayor Street is suing Gov. Rendell in an effort to overturn a new state law that gives the city little say in controlling on-street parking in Philadelphia for the next 10 years.

The suit, which also names the Philadelphia Parking Authority, essentially alleges that Philadelphia's former mayor backed legislation that prevents the city from governing itself.

Specifically alleging an attack on the power of home rule, the suit claims the law denies the city "ultimate control over the ability to administer, supervise, and regulate on-street parking within the city's own borders."

Rather, the law grants that right to the Republican-controlled Parking Authority - the result of a compromise deal between Rendell and state House Speaker John Perzel (R., Phila.).
