He keeps digging a deeper and deeper hole. Even if, and I choke out these words, he's right about legality the more he says the worse it sounds.

There's case law in the PA Supreme Court defining residency for school attendance purposes as where you lay your head at night, etc. He must know that because it was in the newspapers.
