Appeals court reverses, rules for Cuellar
This sucks big time. This was a totally partisan line vote. Cuellar the new Zell Miller for Texas. Bless Rodriguez who says he's still going to fight it out.

On Monday, the 4th Court broke along party lines, with the five GOP justices in the majority and the two Democrats dissenting.

The two Democrats made up the majority in the original ruling that was reversed.

"This sends a very unfortunate message," Rodriguez said of the party-line decision.
