He told me about the 391 subregional commissions that can be formed locally along the entire route of the proposed TTC (or any other road project--both state and federal).
From what I understand, the gist of it is that entities (cities, hospital districts, school districts, etc.) can form this commission, and the project has to have the commission's approval to proceed. If the project can't please the commission, the project has to take an alternate route.
Please post if you know more about these commissions. I think I understood Hank to say that the proposed route has already had to shift because of not getting past one of these subregional commissions.
