On April 1, an important committee vote will shape the futures of tens of thousands of animals bred and kept by Texas’s commercial breeders. Please help the ASPCA get HB 3180 passed! Texas House Bill 3180 will provide for the licensing, regulation and inspection of commercial dog and cat breeders and will regulate the retail sale of dogs and cats. Passage of HB 3180 is vital if Texas is to improve conditions for dogs kept in commercial kennels and prevent the state from attracting even more puppy mills.
The bill defines a commercial breeder as a person having 11 or more breeding female dogs or cats, and it does not attempt to license or regulate hobby breeders. Further, it does not in any way prohibit or limit the commercial breeding or sale of dogs or cats—it merely licenses and regulates large-scale commercial breeding facilities and mandates the creation of minimum care standards to protect the health of the animals.
HB 3180 also includes protection for consumers. All retail sales of dogs and cats will require the seller to furnish the buyer with information about the breed, age and health of the animal, along with a statement of the buyer's rights. Buyers will have the right to obtain reimbursement for veterinary expenses and/or the value of the animal if the animal becomes sick or dies within 20 days after purchase.
