Provinces reneging on health vows: report

OTTAWA — The Health Council of Canada says provincial and territorial governments have failed to deliver on many of the commitments they made in the 2003 and 2004 first ministers' health accords.

The report says Canada has been slow to transform its health-care system and raises questions about whether first ministers' agreements should be regarded as serious contracts, or as mere political window-dressing.

Under the 2004 accord, each jurisdiction agreed to create comparable indicators of access to health professionals and diagnostic procedures by the end of 2005.

The council says that hasn't happened.
