OTTAWA — Federal Liberals are starting to assemble candidates for the next election without waiting for a new leader to be chosen.
The power to influence, if not outright control, the nomination process is usually jealously guarded by a leader.
But fearful that Prime Minister Stephen Harper could engineer the defeat of his minority Conservative government and plunge the country into an election this fall, interim Liberal Leader Bill Graham has decided the Liberals can't afford to wait for a new leader to put his or her imprint on the election team.
